Cyclists to be given priority over drivers at junctions

For the first time, law will require those who can do the greatest harm to others will now have a higher level of responsibility to reduce the danger. This has been reflected in the latest updated to the Highway Code. You can view this change in detail here.

To give an example, someone driving a motor car will have a higher responsibility to watch out for the safety of cyclists, pedestrians and horse riders.

It's important to note that on this basis, cyclists will have an increased responsibility for the safety of pedestrians.

The changes seem to have the largest intended impact at junctions, with drivers having to ensure they do not cross the path of cyclists or horse riders and ensure the new road they are turning into, is safe and free of lower risk road users before committing to the turn.
